How to buy a cheap shooter without buying a dead one
Buy the campaign, not the server
This is the whole method. A campaign is a finished object: it is the same length and the same quality on the day you buy it as it was at launch, and nobody can turn it off. A multiplayer mode is a service, and a cheap multiplayer game is often cheap precisely because its players left. Before you buy a shooter for its online mode, ask what would be left if the servers were empty tonight. Co-op in this genre is rarely as simple as the box implies, and the details decide whether a purchase works for two people or one. World War Z is designed for four but resets your loadout between missions. Borderlands 3 is the straightforward one, with four-player drop-in online play. Publishers rarely bother to cut the digital price of an older shooter, because the storefront listing costs them nothing to leave alone.
